It is very unusual for the Secretary of
State to interfere with the Governor's prerogative
of mercy, and I cannot remember its ever being
done in a murder case. We should not be in a
position to express any sort of view until we had
seen the actual proceedings in the Court and had
been made acquainted with any extra-juridical con-
siderations which the Governor may have before him.
The delay in getting all that would be great. I
am bound to say I deprecate interference in a case
like this, and I would suggest that it would be
safer simply to tell the Governor that these
representations have been received, leaving him
to take the responsibility for exercising the
discretion which has been vested in him.
